Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Public Hearings

TIME CERTAIN 8:45AM - In the Matter of Holding a Public Hearing regarding the transfer of the tax foreclosed properties R-3407-034DC-00400&00500 and R-3407-034DD-02100-000 to the City of Chiloquin. - Rick Vaghn Tax Collector

Background: The County had obtained the lots R-3407-034DC-00400-000, 3407-034DC-00500-000 and 3407-034DD-02100-000 through tax foreclosure. The City of Chiloquin has asked to receive the property known as R-3407-034DC-00400&00500 and R-3407-034DD-02100-000

for their Municipal Corporation use. Pursuant to ORS 271.330, the County may transfer said property to the Municipal Corporation with the provision that the City of Chiloquin retain the property for a period not less than 20-years and be used for public purposes only.  The deed shall also contain a reversionary clause stating that the property is returned to Klamath County in the event the property is no longer being used for public purposes. The hearing notice attached was published in the local newspaper for 2 consecutive weeks in accordance with ORS 271.330.

Fiscal Impact:  None to the County. Taking of testimony and consideration only. 

Recommended Motion: Hold public hearing regarding the transfer of the tax foreclosed properties R-3407-034DC-00400&00500 and R-3407-034DD-02100-000 to the City of Chiloquin, Taking of testimony and consideration only.  Fiscal Impact: None to the County.

Background: The County had obtained the lots R-3407-034DC-00400-000, 3407-034DC-00500-000 and 3407-034DD-02100-000 through tax foreclosure. Orders

In the matter of appointing Sarah Callen, Peter Gleason and Larry Peterman to the Veteran’s Advisory Council. - BOCC

Background: The Veteran’s Advisory Council has vacancies and has recommended the above named individuals who are willing, able and eligible to serve a term on the Council.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Sarah Callen, Peter Gleason and Larry Peterman to the Veteran’s Advisory Council.

Agreements

1.

In the matter of approving amendment 1 to the Services Agreement between Konnect Dental Kare, Inc and Klamath County Public Health (KCPH). – Jennifer Little, Public Health

Background:  Klamath County Public Health provides oral health education and information as a primary component of the Women, Infants, and Children (WIC) program. In partnership with Konnect Dental on-site services are provided to clients, including oral health screenings, fluoride varnish treatments, sealants, oral hygiene instructions, and /or anticipatory dental hygiene guidance. The original agreement was from January 1, 2020 through December 31, 2021 with the option to extend for two additional one year terms. This is the first extension of the contract. 

Fiscal Impact:  No fiscal impact. 

Recommended Motion:  Move to approve amendment 1 to the Services Agreement between Konnect Dental Kare, Inc and Klamath County Public Health (KCPH). No fiscal impact. Authorize the Department Head to sign the agreement.

In the matter of approving and signing Klamath County American Rescue Act grant agreements for the completed and ready applicants – Vickie Noel, Finance Director

Background: The American Rescue Plan Act Grant Allocation Committee met on September 22, 2021 to hear presentations from eligible grant applications to the Board of County Commissioners (BOCC) for funding.  The ARP Grant Allocation Committee reviewed the recommendations and approved funding to grant recipients on September 23, 2021 for the applicants as detailed below:

J&P Wholesale                              $200,000

Lobo Truss                                    $250,000

Ross Ragland Theater                  $100,000

All grant submission requirements have been satisfied and the contracts are complete and signed by grantees.

Fiscal Impact: Expenditure of $550,000.00 from the COVID19 Pandemic Grant fund.

Recommended Motion: Approve and sign the Klamath County American Rescue Plan Act Grant agreements.  Fiscal impact of $550,000.00 expenditure from the COVID19 Pandemic Grant fund.
