Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Fiscal Impact: None

Recommended Motion: Approve the Minutes as presented.

Prior Approved Items

1.

In the matter of approving an agreement between Basin Transit Service and Klamath County Public Health (KCPH). –Jennifer Little, Public Health

Background:  Klamath County is receiving $222,229.49 from Oregon Department of Administrative Services to fund the first round of projects that will incentivize vaccinations in the community. Transportation is an identified barrier, so KCPH is partnering with Basin Transit Service (BTS) to provide door-to-door transportation to vaccination sites for those seeking vaccination. The program will operate for 2 months to accommodate first and second doses. BTS will utilize its Basin Lift program and offer transportation Tuesdays and Fridays 10am-4pm to the walk-in clinic at Cascades East and Saturdays 10am-4pm to Albertsons Pharmacy. The total cost of this program is $18,000, but BTS is cost sharing 30%. BTS will monitor usage and invoice KCPH at the end of the program for rides provided.

Fiscal Impact:  Total not to exceed $12,600


Recommended Motion:   Partnership with Basin Transit Service was approved in the work session on May 28, 2021. Fiscal impact is a not to exceed amount of $12,600 to Clinic Nursing sub department 4044. Department Head authorized to sign the agreement.

Resolutions

1.

In the matter of a Resolution Setting the First and only hearing date on the proposed annexation petition from Allen and Patricia Putman-BOCC

Background: On May 26, 2021, a petition to annex property into the Crescent Sanitary District was submitted to the County Clerk for the Board of Commissioners’ consideration.  The attached Resolution sets the first and only hearing date for June 29, 2021 @8:45 a.m.

Fiscal Impact: None at this time

Recommended Motion: That the Board of County Commissioners signs the attached Resolution which sets the first and only hearing date on the proposed annexation request for June 29, 2021 @ 8:45 a.m.  Fiscal impact: None at this time.

Orders

1.

In the matter of appointing Larry Woodruff, Don Siemsen and reappointing Bonnie Overcash and Dylan Webb to the Ambulance Advisory Committee. - BOCC

Background: The Klamath County Ambulance Advisory Committee has vacancies and has recommended the appointment of the above named individuals who are willing, able and eligible to serve a term on the Committee.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Larry Woodruff, Don Siemsen and reappointing Bonnie Overcash and Dylan Webb to the Ambulance Advisory Committee.

Budget Resolutions

1.

In the Matter of the Adoption of a Budget Resolution within the Internal Service – Technology Maintenance fund. Vickie Noel - Finance

Background: This resolution moves Capital Outlay equipment expenditures to Material and Service – Computer Equipment to accommodate laptop vs. desktop transitions in Public Works, Sheriff’s Office and Juvenile.

Fiscal Impact: None, change in budget categories of $35,000.00

Recommended Motion: The Board of Commissioners of Klamath County, Oregon hereby approve the budget resolution for fiscal year 2020‐2021 as outlined in the attached documents for changes to the Internal Service – Technology Maintenance fund. There is no fiscal impact.

Agreements

1.

In the matter of the BOCC authorizing Museum Manager Todd Kepple to sign agreement with ZCS Engineering for design of foundation for railroad signal. - Todd Kepple, Museum

Background: The Museum plans to erect an antique “wig wag” railroad signal on the Museum grounds at 1451 Main Street. A concrete foundation must be designed to hold the signal secure.


Fiscal Impact: $800.00 from the Museum budget.


Recommended Motion: That the Klamath County Board of Commissioners approve agreement with ZCS Engineering for design of foundation for a railroad signal, and authorize Museum Director Todd Kepple to sign agreement. Fiscal impact is $800.00 from the Museum budget.

Drainage Service District

1.

TIME CERTAIN 8:45AM - In the Matter of Holding Public Hearing on the Klamath County Drainage Service District Budget for Fiscal year 2021-2022. Vickie Noel - Finance

Background:   The purpose of this hearing is to discuss the Klamath County Drainage Service District Budget for the fiscal year 2021-2022 as advertised.  Time certain 8:45 am.

Fiscal Impact: $302.13 Expenditure to the Drainage District Operating Budget.

Recommended Motion:   Hold the hearing on the Klamath County Drainage Service District budget for 2021-2022. Fiscal impact is $302.13 Expenditure to the Drainage District Operating Budget.

Background:  The Budget Committee approved the budget on April 13, 2021.  A public hearing was advertised and held on June 15, 2021.  There have been no adjustments to the approved budget.  The Board of Directors approves and appropriates the District budget for fiscal year 2021-2022 effective July 1, 2021.

Fiscal Impact:  $3,200,000 for fiscal year 2021-2022

Recommended Motion:   The Board of Directors hereby adopts the budget for fiscal year 2021-2022 now on file with Klamath County Board of Commissioners in the sum of $3,200,000.  The Board of Directors resolves that the amounts for the fiscal year beginning July 1, 2021, and for the purposes specified in the resolution are hereby appropriated.

1.2.

In the Matter of Imposing Assessment of the Klamath County Drainage Service District for Fiscal Year 2021-2022. Vickie Noel - Finance

Background:   The Klamath County Drainage Service District budget for fiscal year 2021-2022 was adopted on June 15, 2021 for the fiscal year beginning July 1, 2021 that contains an assessment of $24.00 per tax lot. The Board of Directors is required to adopt a resolution imposing the assessment for the tax year 2021-2022 upon the tax lots within the district boundaries.

Fiscal Impact:   $190,000 Estimated Assessment for Fiscal year 2021-2022

Recommended Motion:   The Board of Directors hereby imposes the assessment provided for in the adopted budget at the rate of $24.00 per tax lot for the tax year 2021-2022 upon all tax lots within the district effective July 1, 2021

In the Matter of Designating Klamath County Drainage Service District Positions Authorized to Expend and Encumber District Funds for the Fiscal Year 2021-2022. Vickie Noel - Finance

Background: The Klamath County Drainage Service District budget for fiscal year 2021-2022 was adopted on June 15, 2021.  The Board of Directors are responsible for all District expenditures, and have chosen to delegate the authority to make expenditures and/or encumber District Funds to the attached positions effective July 1, 2021.

Fiscal Impact:   None

Recommended Motion:   The Board of Directors hereby authorizes the positions to make expenditures and make encumbrances of District funds effective July 1, 2021.

In the Matter of Imposing and Categorizing Taxes of the Klamath County Extension Service District for Fiscal Year 2021-22. Vickie Noel - Finance

Background:   The Klamath County Extension Service District budget for fiscal year 2021-22 was adopted on June 15, 2021 for the fiscal year beginning July 1, 2021 that contains ad valorem tax at the rate of $0.1500 per $1,000 of assessed value for the General Fund. The Board of Directors is required to adopt a resolution imposing and categorizing tax for the tax year 2021-22 upon the assessed value of all taxable property within the district boundaries.

Fiscal Impact:   $834,089 Estimated Ad Valorem Property Taxes for Fiscal year 2021-22.

Recommended Motion:   The Board of Directors hereby imposes the taxes provided for in the adopted budget at the rate of $0.1500 per $1,000 of assessed value for the tax year 2021-22 upon the assessed value of all taxable property within the district effective July 1, 2021.  The Board of Directors hereby categorizes the taxes as General Fund at the rate of $0.1500 per $1,000 of assessed value.

Recommended Motion:   Hold the hearing on the Klamath County Library Service District budget for 2021-22. Fiscal impact is $363.05 Expenditure to the Library District Operating fund.

The Board of Directors approves and appropriates the District budget for fiscal year 2021-22 effective July 1, 2021.

Fiscal Impact:  $5,990,809 for fiscal year 2021-22

Recommended Motion: The Board of Directors hereby adopts the budget for fiscal year 2021-22 now on file with Klamath County Board of Commissioners in the sum of $5,990,809.  The Board of Directors resolves that the amounts for the fiscal year beginning July 1, 2021, and for the purposes specified in the resolution are hereby appropriated.

In the Matter of Imposing and Categorizing Taxes of the Klamath County Library Service District for Fiscal Year 2021-2022. Vickie Noel - Finance

Background:   The Klamath County Library Service District budget for fiscal year 2021-22 was adopted on June 15, 2021 for the fiscal year beginning July 1, 2021 that contains ad valorem tax at the rate of $0.4900 per $1,000 of assessed value for the General Fund.  The Board of Directors is required to adopt resolutions imposing and categorizing the tax for the tax year 2021-22 upon the assessed value of all taxable property within the district boundaries.

Fiscal Impact:   $2,809,080 Estimated Ad Valorem Property Taxes for Fiscal year 2021-2022.

Recommended Motion:  The Board of Directors hereby imposes the taxes provided for in the adopted budget at the rate of $0.4900 per $1,000 of assessed value for the tax year 2021-22 upon the assessed value of all taxable property with the district effective July 1, 2021.  The Board of Directors hereby categorizes the taxes as General Fund at the rate of $0.4900 per $1,000 of assessed value.

In the Matter of Imposing and Categorizing Taxes of Klamath County, Oregon for Fiscal Year 2021-2022. Vickie Noel - Finance

Background:  The Klamath County, Oregon budget for fiscal year 2021-2022 was adopted on June 15, 2021 for the fiscal year beginning July 1, 2021 that contains ad valorem tax at the rate of $1.68610 per $1,000 of assessed value for the General Fund, $0.04650 per $1,000 of assessed value for the Veterans Service Fund and $0.05000 per $1,000 of assessed value for the Museum Fund.  The Board of Commissioners is required to adopt a resolution imposing and categorizing the tax for the tax year 2021-2022 upon the assessed value of all taxable property within Klamath County.

Fiscal Impact:   $9,400,000.00 Estimated Ad Valorem Property Taxes for Fiscal year 2021-22

Recommended Motion: The Board of Commissioners hereby imposes the taxes provided for in the adopted budget at the rate of $1.73260 per $1,000 of assessed value for a permanent rate levy for operations and $0.05000 per $1,000 of assessed value for a local option rate levy for the Museum Fund for the tax year 2021-22 upon the assessed value of all taxable property within Klamath County effective July 1, 2021.  The Board of Commissioners hereby categorizes the taxes as General Fund at the rate of $1.68610 per $1,000 of assessed value, Veterans Service Fund at the rate of $0.04650 per $1,000 of assessed value, and Museum Fund at the rate of $0.05000 per $1,000 of assessed value.
