Public Hearings

1.

TIME CERTAIN 8:45AM - In the Matter of holding a public hearing on proposed supplemental budget resolutions for Klamath County budget for fiscal year 2020-2021. Vickie Noel - Finance

Background: The purpose of the hearing is to discuss the proposed supplemental budget resolutions for Klamath County’s budget for the fiscal year 2020-2021 as advertised.  Time certain 8:45 am.

Fiscal Impact:   $193.82 Expenditure to the Finance budget for advertising costs.

Recommended Motion: 
Hold the hearing on the proposed supplemental budget of Klamath County for fiscal year 2020-2021. Fiscal Impact is $193.82 expenditure to the Finance budget.

1.1.

In the Matter of the Adoption of a Supplemental Budget within the Museum Fund. Vickie Noel - Finance

Background:  The Museum, acting as the Fiscal Sponsor for the Klamath County Cultural Coalition, received a Coronavirus Relief Fund Cultural Support Program Grant to distribute to individual arts and cultural organizations and community venues within its jurisdiction.  They also received a tourism grant through the County tourism competitive grant program.  This Supplemental Budget records those grants and fixes an error in the funds Operating Contingency.  It also moves funds to facilities improvement from Vehicles Other delaying the purchase of a vehicle in favor of using the funds for the front entrance project.

Fiscal Impact:  $106,000 increase in revenues and expenditures in the Museum Fund.

Recommended Motion:  The Board of Commissioners of Klamath County, Oregon hereby approve the Supplemental budget for fiscal year 2020-21 as outlined in the attached documents for changes to the Museum Fund.

Budget Resolutions

1.

In the Matter of the Adoption of a Budget Resolution within the General Fund - Sheriff’s Office, Sheriff Special Revenue Fund and Equipment Reserve. Vickie Noel - Finance

Background:  The Sheriff’s Office has salary savings in the Patrol and Corrections sub-departments.  This resolution transfers those savings to the Equipment Reserve Fund as well as an insurance settlement for a wrecked vehicle.  Personnel expenses are exceeding budgeted totals in Admin, Civil and Animal Control due to a COLA and unbudgeted SAIF expenses.  Admin will receive an additional transfer from Sheriff – Corrections, Civil and Animal control have excess fee revenues to cover the increase in personnel costs. In the Sheriff Special Revenue fund, we are budgeting for a Bureau of Justice Assistance Coronavirus grant, additional revenue from sale of adjudicated property and additional expense for lab work related to cold case files.

Fiscal Impact:  $57,349 Increase in revenues and expenditures in the General Fund Sheriff’s Office, $17,000 increase in revenues and expenditures in the Sheriff Special Revenue Fund, $150,700.00 increase in transfers in and capital outlay in the Equipment Reserve fund.

Recommended Motion:  The Board of Commissioners of Klamath County, Oregon hereby approve the Budget Resolution for fiscal year 2020-21 as outlined in the attached documents for changes to the General Fund, Sheriff’s Office, Sheriff’s Special Revenue Fund and Equipment Reserve.

2.

In the Matter of Approving a budget change within the Museum Fund for fiscal year 2021-22. Vickie Noel - Finance

BACKGROUND & CONCLUSIONS: After the Budget Committee approved the 2021-22 budget, the Board approved a reclassification of the Museum Manager to Museum Director. This resolution will add $13,313.00 in expenditures to Personnel Services and reduce Reserve for Future Expenditures by the same amount. 

FISCAL IMPACT:
No fiscal impact.  Change in Expenditure categories of $13,313.00

RECOMMENDED MOTION: 
 Approve the budget resolution as outlined in the attached documents for changes to the Museum fund; there is no fiscal impact, however, there is a change in expenditure categories of $13,313.00.

8.

Agreements

1.

In the matter of approving the contract between Data Cloud Solutions and the Assessors Office for the purchase mobile assessor software. - Nathan Bigby, Assessor.

Background:  The Klamath County Assessors Office has been investigating paperless and efficiency solutions for our field appraisers and has identified Data Cloud as a way to meet our paperless objective and increase our productivity. Data Cloud was identified as a sole source provider.

Fiscal Impact: $96,740 for software, hardware, software support, and employee training. To be funded with ARP funds.

Recommended Motion:  Approve and execute the contract with Data Cloud Solutions and authorize the Klamath County Assessor to sign the contract.  Fiscal impact is $96,740.
2.

In the matter of requesting approval for Klamath County Sheriff’s Office (KCSO) to enter into an agreement with Klamath Basin Behavioral Health (KBBH) who agrees to reimburse KCSO for up to $50,000 toward the cost of a Corrections Nurse. -Chris Kaber Sheriff

Background:   Klamath County Sheriff’s Office- Corrections and KBBH wish to jointly work together to provide a full time Corrections Nurse in order to assist in providing health care services including those needs specific to mental health treatments.   KBBH agrees to reimburse KCSO half the actual cost of wages and benefits for a Corrections Nurse position up to $50,000.

Fiscal Impact:   Estimated annual revenue of up to $50,000.00 to General Fund, Klamath County Sheriff’s Office, Corrections.

Recommended Motion:   Approve the Sheriff to sign the Agreement with KBBH who agrees to provide reimbursement of up to $50,000 to Klamath County Sheriff’s Office General Fund-Corrections for a Corrections Nurse to assist in care for those who have mental health needs. 

3.

In the matter of a one year extension to the contract with USIC LLC for underground utility locating services. Jeremy Morris, Public Works

Background: Klamath County entered into a personal services contract with USIC Locating Services for underground utility locating services executed on June 20, 2017. Per the original contract, the estimated amount for services are $32,292.00/year.  USIC is proposing a 3% increase in rates, and even with this increase our costs would stay under the $32,292.00/year estimate.  USIC has not raised their rates since the original contract was established.  Public Works would like to exercise the last one year extension per the contract from July 1, 2021 to June 30, 2022.  All other conditions of the original agreement will remain the same.

Fiscal Impact:  Estimated $32,292.00/year expenditure to the Public Works Operating Budget

Recommended Motion:  Board to approve a one year extension to the contract with USIC LLC for underground utility locating services and authorize the Public Works Director to sign.  Fiscal Impact to the Public Works Operating Budget is estimated to be $32,292.00 per year.
4.

In the matter of signing the Klamath County Logo Usage Agreements with Klamath Film, Inc. Vickie Noel - Finance

Background:  Klamath Film has been approved for Spring, 2021 cycle Tourism grant award.  In conjunction with the Tourism Letter of Agreement for their project, Klamath Film wishes to enter into an agreement for use of the Klamath County logo.

Fiscal Impact:  None.

Recommended Motion:  Approve the Klamath County Logo Usage Agreement constituting a non-exclusive license granted by Klamath County to Klamath Film for use of the County’s name and/or logo under the terms and conditions of the attached agreements.  Authorize Chair to sign the agreement.

5.

In the matter of signing the Klamath County Logo Usage Agreements with Viowiess Co, Inc. Vickie Noel - Finance

Background:  Viowiess Co, Inc. has been approved for Fall, 2020 cycle Economic Development grant award.  In conjunction with the Economic Development Letter of Agreement for their project, Viowiess Co. wish to enter into an agreement for use of the Klamath County logo.

Fiscal Impact:  None.

Recommended Motion:  Approve the Klamath County Logo Usage Agreement constituting a non-exclusive license granted by Klamath County to William Wiessmeyer dba Viowiess Co. for use of the County’s name and/or logo under the terms and conditions of the attached agreements.  Authorize Chair to sign the agreement.
