Bids/Awards/Proposals

1.

In the matter of an authorization to issue an Invitation For Bids for the 2021 Klamath Falls Urban Area ADA Ramps project. Jeremy Morris, Public Works

Background:  Klamath County Public Works is requesting authorization to issue an Invitation For Bids for the 2021 Urban Area ADA Ramp project.  The work will generally consist of removing and replacing existing sidewalk ramps by reconstructing approximately 2740 linear feet of concrete curb and gutter, 10,500 square feet of sidewalks, asphalt patching, and traffic control on Shasta Way (County Road) and 10 ramps at various locations inside City limits. The work is primarily located on Shasta Way between Arthur St and Patterson Street in Klamath County but includes ramps at other locations in the urban area. The engineers estimate for this project is $730,000 to $780,000.  A separate IGA with the City will be established for reimbursement of costs for Schedule “B” Ramps within City limits.

Fiscal Impact:  Fiscal Impact is none.

Recommended Motion:  Board to authorize Public Works to issue an Invitation for Bids for the 2021 Klamath Falls Urban Area ADA Ramps project.  There is no fiscal impact to the Road Operating Budget at this time.

Orders

1.

In the matter of appointing Katie Walker to the Library Advisory Board. - BOCC

Background: The Library Advisory Board and has a vacancy and has recommended the appointment of the above named applicant who is willing able and eligible to serve a term on the Board commencing this day and expiring June 30, 2022.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Katie Walker to the Library Advisory Board.

Agreements

1.

In the matter of requesting Board approval for the Klamath County Sheriff’s Office to enter into and sign an addendum to previously approved agreement with Stephen Hedlund to retain legal services. Chris Kaber-Sheriff

Background: Klamath County Sheriff’s Office is requesting addendum to previously approved agreement with Stephen Hedlund to retain legal representation for legal advice and assistance for Sheriff’s Office non-union represented officials and staff in relation to civil or criminal actions that may arise due to circumstances while these personnel are on duty and employed by Klamath County. This addendum is to now include Klamath County Sheriff’s Office Sergeants that are no longer represented by the Teamsters Union.  The addendum to the agreement will begin February 2021 through June 30, 2021.

Fiscal Impact:  The addendum adds an additional $500 expense from Klamath County Sheriff’s Office General Fund Sheriff’s Admin.  
 
Recommended Motion:   To approve the Klamath County Sheriff to enter into and sign an amended agreement with Stephen Hedlund to retain legal representation to include Klamath County Sheriff’s Office Sergeants who are no longer represented by the Teamsters Union.  This service provides for legal advice and assistance for Sheriff’s Office non-union represented officials and staff in relation to civil or criminal actions that may arise due to circumstances while these personnel are on duty and employed by Klamath County. The amended agreement will be from February 1st 2021 and end June 30th 2021.  The fiscal impact for the addendum is $500 in fiscal year 2021 from Sheriff’s Office General Fund Sheriff Admin.

In the matter of an agreement between Klamath County and Pacific Power & Light Company for noxious weed control. Todd Pfeiffer, Weed Control

Background: Klamath County enters into agreements with outside agencies to treat noxious weed infestations on their property.  The purpose of this agreement is to treat noxious weed-infested areas of Pacific Power & Light Company ownership or right-of-way within Klamath County.  The location of the treatments are as follows:

Recommended Motion:  Board approve and sign the agreement between Pacific Power & Light Company and Klamath County for noxious weed control.  Fiscal Impact is $9,000.00 income to the Weed Control Budget.

In the matter of modification P00004 to agreement No. R17PC00076 between the Bureau of Reclamation and Klamath County for Weed Control. Todd Pfeiffer, Weed Control

Background: Klamath County enters into agreements with outside agencies to treat noxious weed infestations on their property, and Klamath County Weed Control currently has a contract with the Bureau of Reclamation.  The attached modification to the contract is to un-obligate unexpended funds from prior option years 1 and 2, and to correct funding information on option year 3 CLIN0040 as follows:  Option year 1 ($4,735.82), option year 2 ($8,136.96) and option year 3 – un-obligate ($20,208.24) from CLIN0040 and re-obligate $20,208.24 to CLIN0041.  The period of performance remains unchanged at July 10, 2017 through July 9, 2021.

Fiscal Impact:   Fiscal Impact is none.

Recommended Motion:  Board approve and authorize chair to sign modification P00004 to agreement No. R17PC00076 between the Bureau of Reclamation and Klamath County for Weed Control.  The fiscal impact is none.
4.

In the matter of PO No 108374 between the Oregon Department of Transportation and Klamath County for noxious weed control. Todd Pfeiffer, Weed Control

Background: Klamath County enters into agreements with outside agencies to treat noxious weed infestations on their property.  The purpose of this PO is to control the growth and spread of noxious and non-native weeds at Lost River Wetland Mitigation Bank.

Fiscal Impact:  Income of 4,999.00 to the Weed Control Budget

Recommended Motion:  Board approve and authorize chair to sign PO No 108374 between the Oregon Department of Transportation and Klamath County for noxious weed control.  Fiscal Impact is $4,999.00 income to the Weed Control Budget.
5.

In the matter of Approval of Amendment #17 to Agreement #159817 Intergovernmental Agreement (IGA) for Financing of Public Health Services between the State of Oregon, Oregon Health Authority (OHA), and Klamath County, acting by and through Klamath County Public Health (KCPH). – Jennifer Little, Public Health

Background:  Amendment 17 updates the Program Element Description 01 “state Support for Public Health” which provides funding to support a portion of communicable disease control programs operated by Klamath County Public Health. This program element has been expanded multiple times over the course of the past year to include COVID-19 response work.  In addition, the Financial Assistance Award from FY 21 had been updated to reflect additional funding for COVID response contact tracing work, in addition to a deobligation of WIC funds. This WIC funds deobligation is an error by the state, and will be corrected in a future amendment. The agreement remains effective through June 30, 2021. 

Fiscal Impact:  Fiscal impact is an additional net grant revenue of $348,640.73. This includes addition of $452,627 in grant funds to clinic nursing sub department 4044 and a removal of $103,986.27 from WIC sub department 4048. WIC funds removal is an error that will be corrected in a future amendment.

Other County Business

1.

In the matter of approving the Investment Policy Statement for Klamath County Treasurer’s Investment Pool – Vickie Noel, Treasurer

Background: The Board of Commissioners is required to annually adopt an investment policy statement setting forth the allowable investments and other aspects of the operations of the Treasurer’s Investment Pool.  The changes from the 2020 Investment policy are listed below:

Update ratings requirements language for allowable investments, specifically Corporate/commercial paper language to follow statute more closely.
Update the commercial paper requirements to A1 rather than A1+, to provide for more flexibility and availability of investments.
Maximum % Holdings and % Per Issuer Updates
Maximum Maturity – recommending to move to 3.25 years

Fiscal Impact: None

Recommended Motion:  Motion to approve the investment policy statement for the Klamath County Treasurer’s investment pool.  There is no fiscal impact.

Library Service District

In the matter of authorizing the Klamath County Library to accept a quote and sign for a 2021 Ford Escape from Lithia Ford of Klamath Falls. Nathalie Johnston. Library Service District

Background: The Klamath County Library has a 2003 Jeep that is in constant need of repair. We requested bids for a new Compact Sports Utility Vehicle (SUV). We received three bids listed below:
