Winter Level of Service Standards for County Roads

NOTE: This standard provides guidance for normal and routine winter events. Klamath County is not resourced with staff and equipment to maintain county roads at the below standards for large winter storms and widespread events. During large winter events, county road conditions will fall below these standards.

Under normal and routine winter events, there are five (5) Level of Services represented on Klamath County Maps 1 & 2. And two (2) State Level of Services, conducted by ODOT. The County Road Departments first priority are the heavily traveled roads in the outlying areas. Click here to view Klamath County Map 2.

Level of Service A (Represented in Yellow on maps 1 and 2): The expected road conditions for this level are as follows: Travelers may encounter bare wheel tracks, snow and ice buildup encountered regularly, both during and following a storm. Travelers will likely experience delays, slow speeds and short-term closures. And county road closures may occur during a storm.
The roadway treatment and actions for a Level of Service A winter event are as follows: The Klamath County Road Department will utilize all available staff. The snow should be removed during their regularly scheduled shifts and overtime may be used. The snow pack should be sanded on grades, curves, ramps, and bridges, which are known problem areas.

Level of Service B (Represented in Pink on maps 1 and 2): The expected road conditions for this level are as follows: Travelers may encounter bare wheel tracks, snow and ice buildup encountered regularly, both during and following a storm. Travelers will likely experience delays, slow speeds and short-term closures. And county road closures may occur during a storm.
The roadway treatment and actions for a Level of Service B winter event are as follows: The Klamath County Road Department will utilize all available staff. The snow should be removed during their regularly scheduled shifts and overtime may be used.

Level of Service C (Represented in Light Green on maps 1 and 2): The expected road conditions for this level are as follows: Snow and ice buildup encountered regularly, both during and following a storm. Some roads are closed seasonally and / or periodically, due to road conditions. Heavy snow and ice buildup encountered regularly both during and following a storm.
The roadway treatment and actions for a Level of Service C winter event are as follows: The Klamath County Road Department will utilize all available staff. The snow should be removed during their regularly scheduled shifts and overtime may be used.

Level of Service D (Represented in Orange on maps 1 and 2): The expected road conditions for this level are as follows: Closed seasonally and / or periodically, due to road conditions. Heavy snow and ice buildup encountered regularly both during and following a storm.
The roadway treatment and actions for a Level of Service C winter event are as follows: The Klamath County Road Department will utilize available staff and overtime should be minimized. These county roads should be closed when conditions dictate.  

Level of Service E – Primarily Contractors (Represented in Blue on map 1): The expected road conditions for this level are as follows: Travelers may encounter bare wheel tracks and heavy snow and ice buildup may be encountered regularly, both during and after a storm.
The roadway treatment and actions for a Level of Service E winter events are as followed: The Klamath County Road Department will utilize available staff and overtime may be used. Snow will be plowed when there is 4 inches or more snow and more snow in the forecast. Driveways and mailboxes will be cleared and the snow will be plowed to the center of a three lane street. Snow pack on grades, all main intersections, as well as areas in front of schools and bridges should be sanded. 

Winter Maintenance on County Roads by ODOT

State Level of Service F – Crescent Cutoff (Represented in Dark Red on map 2): The expected road conditions for this level are as follows: Snow and ice buildup encountered regularly, both during and following a storm. Travelers will likely experience delays with the roads having ice or packed snow. Travelers may encounter bare wheel tracks. Chains / Traction tire requirements occur regularly for vehicles over 10,000 GVW and vehicles towing (Condition B) and occasionally for all vehicles (Condition C). Short term highway closures may occur during a storm, closures are limited in duration and highways are reopened as soon as possible.

State Level of Service G – Beal Road and Chemult (Represented in Dark Green on map 2): The expected road conditions for this level are as follows: Snow and ice buildup encountered regularly, both during and following a storm. Travelers will likely experience delays, slow speeds and short term closures. Chains / Traction tires required routinely for all vehicles (Condition C). Highway closures may occur during a storm.
