In the matter of approving the Minutes from the August 25, 2020 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Fiscal Impact: None

Recommended Motion: Approve the Minutes as presented.

In the matter of signing the Klamath County Logo Usage Agreements with Klamath Film. BOCC

Background:  Klamath Film has been approved for a Spring, 2020 cycle tourism grant award.  In conjunction with the Tourism Grant Letter of Agreement for their project Klamath Film wishes to enter into an agreement for use of the Klamath County logo.

Fiscal Impact:  None.

Recommended Motion:  Klamath County Logo Usage Agreement constituting a non-exclusive license granted by Klamath County to Klamath Film for use of the County’s name and/or logo under the terms and conditions of the attached agreement was approved and signed in the Finance meeting on August 25, 2020.

Bids/Awards/Proposals

1.

In the Matter of requesting Board acceptance of the proposal from WellPath for Jail Medical Services and execute the Notice of Award.-Chris Kaber, Sheriff.

Background: The Sheriff’s Office – Corrections Division has evaluated proposals from companies to provide quality health care services to corrections inmates. The proposals were scored on their ability to provide a cost-effective, professional and accountable health care program which includes medical, dental and pharmaceutical services, records management, reporting requirements and billing activities. Proposals were received as follows:

Ranking 2: Correctional Health Partners

Fiscal Impact: No fiscal impact at this time.
 
Recommended Motion:  Board to approve and execute the Notice of Award to WellPath for jail medical services There is no fiscal impact at this time.

Agreements

1.

In the matter of approving and signing Klamath County Tourism Grant agreement for the COVID Emergency Response Grant Program. Vickie Noel - Finance

Background:  The Tourism Grant Review Panel met on August 4, 2020 to review and recommend grant applications to the Board of County Commissioners (BOCC) for funding.  The BOCC reviewed the recommendations and approved funding to grant recipients at a public meeting held on August 5, 2020.  One of the grants is detailed below.

Klamath Community Sports Complex $12,583.00

This grantee has satisfied all grant submission requirements and the contract is complete and signed. The additional contracts approved for this cycle have been presented in a separate agenda item.

Fiscal Impact:  Expenditure of $12,583.00 from the Tourism Competitive Grant Fund.

Recommended Motion:  Approve and sign the Klamath County Tourism Grant agreement with above recipient.  Fiscal impact of $12,583.00 expenditure from the Tourism Competitive Grant Fund.

2.

In the matter of approving and signing Klamath County Tourism Grant agreements for the COVID Emergency Response Grant Program. Vickie Noel - Finance

Background:  The Tourism Grant Review Panel met on August 4, 2020 to review and recommend grant applications to the Board of County Commissioners (BOCC) for funding.  The BOCC reviewed the recommendations and approved funding to grant recipients at a public meeting held on August 5, 2020, as detailed below:

Crater Lake Resort              13,000
Discover Klamath                23,600
Klamath County Fairgrounds      17,500
Klamath County Museum              7,083
Ross Ragland Theater – Movies on the Big Screen             11,500

All of the above grantees have satisfied all grant submission requirements and the contracts are complete and signed. Klamath Basin Snowdrifter’s was also awarded a grant in the amount of $7,233.00 which will be brought before you when their insurance requirements are met. Klamath Community Sports Complex agreement is in a separate agenda item.

Fiscal Impact:  Expenditure of $80,183.00 from the Tourism Competitive Grant Fund.

Recommended Motion:  Approve and sign the Klamath County Tourism Grant agreements with above recipients.  Fiscal impact of $80,183.00 expenditure from the Tourism Competitive Grant Fund.

3.

In the matter of approving the Service Order with ClearGov for Budget Book software. Vickie Noel - Finance

Background: Klamath County previously contracted with Workiva through SHI for software related to the production of the annual Budget Book.  It is the desire of the Finance Department to change vendors for the 2021-2022 budget book.  ClearGov demonstrations have been compared against OpenGov Stories and Certent as digital solutions to budget book production and ClearGov is the unanimous choice by the Finance Department.  Written quotes received for initial year include:

ClearGov     $9,520.00
OpenGov Stories    $17,250.00
Certent            $13,880.00  

Fiscal Impact: $9,520.00 Expenditure for 1st year with an option to renew for up to 2 years with a 3% increase per annum.  This expenditure is budgeted in the Internal Services – Finance Department budget.

Recommended Motion:  Motion to approve and authorize the Finance Director to sign the attached Service Order between Klamath County and ClearGov.  The fiscal impact is $9,520.00 expenditure to the Internal Service – Finance Department for initial year with the option to renew for up to two additional years with a 3% increase per annum.


4.

In the matter of approving amendment 1 to grant agreement ODA-4217-GR with US Department of Agriculture for Wolf Depredation Compensation and Financial Assistance. - BOCC

Background:  The purpose of the Wolf Depredation Compensation and Financial Assistance Agreement is to assist the County in supporting the implementation of nonlethal wolf damage management techniques and strategies by livestock producers in areas where wolf depredation of livestock is on-going and to provide compensation for injury or death to livestock resulting from wolf depredation.  Recently the Oregon Department of Agriculture awarded Klamath County additional grant funding of $6,000.00.  

Fiscal Impact: Additional Grant revenue of $6,000.00 to the General Fund Commissioners Committee line item.

Recommended Motion: Approve and authorize the Chair to sign amendment 1 to grant agreement ODA-4217-GR with US Department of Agriculture for Wolf Depredation Compensation and Financial Assistance.  Fiscal Impact: Additional Grant revenue of $6,000.00 to the General Fund Commissioners Committee line item.

Licenses

1.

In the matter of approving a recommendation for a new liquor license for Volcanic Winery, LLC and a renewal liquor license for Abby’s Pizza, Ho Wah Jade Room Lounge, ARS 534, Crater Lake Zipline, Eastside Liquor, Crescent Creek Cottages Mini Mart, Sand Creek Station, Chemult Chevron, Sergio’s Mexican & Seafood Restaurant, Odell Sportsman Center, Shield Crest Golf Course, Albertson’s, Mario’s Italian Sandwiches, Redneck Red’s Restaurant and Willy’s Cheese & Wine. - BOCC

Background: The Oregon Liquor Control Commission (OLCC) verifies that each tavern/store has met the necessary conditions to sell liquor.  The County’s position is a recommendation only and the OLCC may take the recommendation into consideration before granting or refusing the license.

Fiscal Impact: Revenue of $25.00 for each new and $10.00 for each renewal license to the General Fund Commissioners.
