In the matter of approving the Minutes from the July 21, 2020 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Fiscal Impact: None

Recommended Motion: Approve the Minutes as presented.

Bids/Awards/Proposals

1.

In the matter of approving the purchase of One (1) New Caterpillar Model 315 Excavator. Tom Crist, CDD-Solid Waste

Background: The Solid Waste Division would like to utilize Klamath County's membership with Sourcewell formely known as National Joint Powers Alliance (NJPA) by purchasing One (1) New Caterpillar Model 315 Excavator under the conditions of Sourcewell Contract 032119-Cat. 

Fiscal Impact: $216,691.00 Expenditure from the Solid Waste Equipment Reserve fund and $1,236.68 Expenditure from the Solid Waste Operating fund. 

Recommended Motion: Board approval to accept the quote and purchase One (1) New Caterpillar Model 315 Excavator; and authorize Solid Waste Manager to sign. Fiscal impact: $216,961.00 Expenditure from the Solid Waste Equipment Reserve fund and $1,236.68 Expenditure from the Solid Waste Operating fund.

In the Matter of approving the purchase of One (1) New Caterpillar Model D8T Track Type Tractor Waste Hauler. Tom Crist, CDD-Solid Waste

Background: The Solid Waste Division would like to utilize Klamath County's membership with Sourcewell formerly known as National Joint Powers Alliance (NJPA) by purchasing One (1) New Caterpillar Model D8T Track Type Tractor Waste Hauler under the conditions of Sourcewell Contract 032119-Cat. 

Fiscal Impact: $788,370.70 Expenditure from the Solid Waste Equipment Reserve fund and $4,493.71 Expenditure from Solid Waste Operating fund. 

Recommended Motion: Board approval to accept the quote and purchase One (1) New Caterpillar Model D8T Track Type Tractor Waste Hauler; and authorize Solid Waste Manager to sign. Fiscal impact, $788,370.70 Expenditure from the Solid Waste Equipment Reserve fund and $4,493.71 Expenditure from the Solid Waste Operating fund.

In the matter of approving the purchase of One (1) New Renegade Mower from Klamath Basin Equipment (KBE), Tom Crist, CDD- Parks Division

Background:  The Parks Department requested bids for One (1) new mower with comparable specifications and received three bids: 1. KBE $11,100.00 PLUS CAT Tax $55.50, 2. D&D Seeds $11,250.00, 3. John Deere $11,995.00 plus State tax $46.78. The Parks Department recommends accepting the low bid from KBE.  

Fiscal Impact:   $11,100.00 Expenditure from the Parks Equipment Reserve fund plus CAT Tax $55.50 from the Parks Operating fund. 

Recommended Motion:  Board approval to accept the quote and purchase One (1) New Renegade Mower from Klamath Basin Equipment (KBE); and authorize the Klamath County Parks Manager to sign the form. Fiscal Impact: $11,100.00 Expenditure from the Parks Equipment Reserve fund plus CAT Tax $55.50 from the Parks Operating fund.

Resolutions

1.

In the matter of a Resolution setting the hearing date on the proposed annexation request from Janet Davis - BOCC

Background: On July 6, 2020, a petition to annex property into the Crescent Sanitary District was submitted to the County for the Board of Commissioners’ consideration.  The attached Resolution sets the one hearing date for August 18, 2020 @8:45 a.m.

Fiscal Impact: None at this time

Recommended Motion: That the Board of County Commissioners signs the attached Resolution which sets the hearing date on the proposed annexation petition for August 18, 2020 @ 8:45 a.m.  Fiscal impact: None at this time.

Agreements

1.

In the matter of approving a Data Use Agreement between the Oregon Health Authority (OHA) and Klamath County Public Health. – Jennifer Little, Public Health

Background:  This agreement provides for the use of Centers for Medicare & Medicaid Services (CMS) data containing individual identifiers obtained by Oregon Health Authority. The purpose of this agreement is to allow access to data used to identify vulnerable individuals who may need health assistance prior to, during, and in the aftermath of an incident, emergency or disaster that pose an adverse health and/or public health impact. This directly supports planning and response efforts required under Public Health Emergency Preparedness.

Fiscal Impact: No fiscal impact 

Recommended Motion:  Move to approve the Data Use Agreement between the Oregon Health Authority (OHA) and Klamath County Public Health. No fiscal impact. Authorize Department Head to sign.

In the matter of executing the contract between Klamath County and DeAtley Crushing Company for Crushing and Stockpiling Sanding Cinders. Jeremy Morris, Public Works

Background:  The Board of County Commissioners awarded the bid for the above referenced project on June 23, 2020.  Execution of the contract finalizes the award and authorizes DeAtley Crushing Company to commence with the project. 

Fiscal Impact:  $287,500.00 expenditure to the Road Operating Budget.
 
Recommended Motion:  Board to approve and sign the contract between Klamath County and DeAtley Crushing Company for Crushing and Stockpiling Sanding Cinders.  Fiscal impact is $287,500.00 expenditure to the Road Operating Budget.
8.

Library Service District

1.

In the matter of Approving the Lease Agreement for the Gilchrist branch located at 138306 Michigan Ave., Gilchrist, OR 97737 - Nathalie Johnston - Library

Background: The Klamath County Library has been leasing from the Ernst Family Foundation since 2009. The current five year lease will expire July 31st, 2020 and we are requesting to approve a new lease for another five years. The new lease will increase the monthly payments by 3%, from $375 to $386.

 Fiscal Impact: $4,632.00 annual expenditure from the Klamath County Library Service District budget

 Recommended Motion: Approve the Lease Agreement for the Gilchrist branch located at 138306 Michigan Ave., Gilchrist, OR 97737 and authorize the Library Director to sign. Fiscal Impact: $4,632.00 annual expenditure from the Klamath County Library Service District budget
