In the matter of approving the Minutes from the July 14, 2020 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Recommended Motion: Approve the Minutes as presented.

Proclamations/Presentations

1.

In the matter of proclaiming the week of July 19 – 25, 2020 as “Pretrial, Probation and Parole Supervision Week”. - BOCC

Background:   July 19 – 25, 2020 is a week to commemorate the important work done by community corrections around the world to keep our communities safe.  Community corrections professionals are in a unique position to make real differences in people’s lives.  

This year, the theme is “Restoring Trust-Creating Hope”.  Working together makes for stronger bonds between colleagues, community partners and those under supervision.

Fiscal Impact:   None

Recommended Motion:   Read the Proclamation for the record. Fiscal Impact: None.

Bids/Awards/Proposals

1.

In the matter of accepting and executing the bid award from Rocky Mountain Construction, LLC for the Washburn Way Cold Plane Removal and Inlay 2020 Construction project. Jeremy Morris, Public Works

Background:  On June 10, 2020 Public Works issued an Invitation For Bids for the Washburn Way Cold Plane Removal and Inlay 2020 Construction project.  On June 30, 2020 the Public Works Department opened bids and received the following:

Rocky Mountain Construction, LLC $1,058,394.51

Public Works requests that the bid be awarded to Rocky Mountain Construction, LLC for $1,058,394.51.

Fiscal Impact:  Fiscal Impact is none.

Recommended Motion:  Board to approve and execute the attached bid award from Rocky Mountain Construction, LLC for the Washburn Way Cold Plane Removal and Inlay 2020 Construction project.  Fiscal impact is none.
2.

In the Matter of requesting approval to purchase and upfit a used 2016 Ram 2500 truck for the Patrol Division. Chris Kaber, Sheriff.

Background: The Sheriff’s Office has negotiated to purchase a 2016 Ram 2500 truck with vin# 3C6UR5DJ2GG281383 which was impounded and unclaimed. Old Point National Bank has agreed to sell the vehicle for the payoff of $23,648.57.  The Kelley Blue Book value is estimated at $32,493. KCSO is estimating the upfitting to be approximately $17,497. The Sheriff is requesting to purchase and upfit the vehicle for an amount not to exceed $42,000.


Fiscal Impact: Expense of $42,000 to be paid from Sheriff’s Office Equipment Reserve Fund-Patrol. 


Recommended Motion: Approve the Klamath County Sheriff’s Office to purchase and upfit a used Dodge Ram 2500. Authorize the Sheriff to sign for the vehicle. Expense of $42,000 to be paid from Sheriff’s Office Equipment Reserve Fund-Patrol.
3.

In the matter of the approval to allow Basin Telecom to install access control hardware to physically secure Government Center building. Rochelle Long, Clerk

Background: The Klamath County Clerk conducts elections within Klamath County in the Government Center building. Each county clerk will be reimbursed up to $30,000 for physical security improvements where elections are held. When the Government Center was inspected, it was recommended that to improve security, access controls be installed on doors. This quote includes the purchase, installation, & access control door hardware. The doors included in this are: all double doors in building, south outdoor entry of Assessor’s office next to the ballot box, the Clerk’s ballot scanner room and the Clerk exterior door.

Fiscal Impact:  The fiscal impact is an $18,405 expenditure to the Clerk Election budget. This will be reimbursed by the Oregon Secretary of State’s Office. Each quote is under the $10,000 county policy, the total amount is a combination of them all. A budget resolution for reimbursement and expense will be done for this amount in October by the Finance Department.

Recommended Motion:  Approve quote and installation in the amount of $18,405 for access control to physically secure Government Center building. Authorize Clerk to sign.

Orders

1.

In the matter of appointing Tony Ford and Ammond Crawford to the Local Alcohol and Drug Planning Committee. - BOCC

Background: The Local Alcohol and Drug Planning Committee has vacancies and has recommended the appointment of the above-named individuals who are willing able and eligible to serve a term on the Board commencing this day and expiring December 31, 2022.

Fiscal Impact: None.

Recommended Motion:  Approve and sign the attached Order appointing Tony Ford and Ammond Crawford to the Local Alcohol and Drug Planning Committee.

Agreements

1.

In the matter of approving Amendment #1 to the Crater Lake Zipline Tourism Grant Agreement, Professional Development Conferences. Vickie Noel - Finance

Background: Crater Lake Zipline was awarded a contract for a Tourism Competitive Grant on October 16, 2019.  The contract completion date is July 16, 2020.  Due to travel restrictions related to the COVID19 pandemic, Jenifer Roe has requested an extension to attend a conference in late January.  The attached amendment extends the contract for 7 months expiring on February 16, 2021.

Fiscal Impact: None

Recommended Motion:  Motion to approve Amendment #1 to the contract between Klamath County and Crater Lake Zipline, Professional Development Conferences.  There is no fiscal impact.

2.

In the matter of approving Amendment #1 to the Crater Lake Zipline Tourism Grant Agreement, Reaching Destination Oriented & Experience Driven Travelers. Vickie Noel - Finance

Background: Crater Lake Zipline - Reaching Destination Oriented & Experience Driven Travelers was awarded a contract for a Tourism Competitive Grant on October 16, 2019.  The contract completion date is July 16, 2020.  Due to travel restrictions related to the COVID19 pandemic, Jenifer Roe has requested an extension to use the remaining funds for online marketing through the months of July, August and September. The online marketing piece of their grant was delayed until Travel Oregon started with their marketing campaign following Oregon’s reopening.  The attached amendment extends the contract for 4 months expiring on November 16, 2020.

Fiscal Impact: None

Recommended Motion:  Motion to approve Amendment #1 to the contract between Klamath County and Crater Lake Zipline, Reaching Destination Oriented & Experience Driven Travelers.  There is no fiscal impact.

3.

In the Matter of requesting approval to enter into a Law Enforcement Services Agreement with the City of Chiloquin. Chris Kaber, Sheriff.

Background: The Klamath County Sheriff's Office (KCSO) will provide a monthly average of 40 hours of law enforcement services to the City of Chiloquin. KCSO will provide all uniforms, equipment and supervision necessary to fulfill the agreement. The agreement would be in effect through June 30, 2021. KCSO will provide law enforcement activity reports and invoice the City of Chiloquin $3,333 per month while the agreement remains in effect.


Fiscal Impact: Revenue of $3,333 per month, not to exceed $40,000 annually into the General Fund, Sheriff’s Office-Patrol Division.


Recommended Motion: Approve the Law Enforcement Services agreement between the Klamath County Sheriff’s Office and the City of Chiloquin which would be in effect through June 30, 2021 and provide monthly revenues of $3,333 in the General Fund, Sheriff’s Office Patrol Division, not to exceed $40,000 annually.

In the Matter of Approving an Affiliation Agreement with Liberty University and Klamath County DDS for an intern position effective approximately August 15, 2020 through December 15, 2020. Myles Maxey, DDS

Background: The DDS department would like to expand our relationship and services with Liberty University. The Social Work Programs Affiliation Agreement would provide an opportunity for Liberty University students to obtain experience working in intellectual and developmental disabilities services in our community, while supporting and strengthening DDS department services. 

Fiscal Impact: None

Recommended Motion: Approve Affiliation Agreement with Liberty University and Klamath County DDS and authorize the Director of DDS, Myles Maxey to sign. There is no Fiscal Impact.

Other County Business

1.

In the matter of Klamath County concurring that the Project OR140: Lakeshore Drive -Klamath Boat Marina Project number OR DOT 140(1) meets the conditions of temporary occupancy of a Section 4(f) resource as described. Tom Crist, Parks Manager

Background:  Western Federal Lands Highway Division (WFLHD) of the Federal Highway Administration (FHWA) is proposing to make improvements to and along OR HWY 140 which will take place adjacent to the Klamath County Boat Marina (Wocus Bay Ramp). Due to the location of the project, access to the marina will need to be temporarily restricted. Klamath County concurs that the project meets the conditions of temporary occupancy of a Section 4(f) resource; authorize the Klamath County Parks Manager to sign the form. 

Fiscal Impact:   None

Recommended Motion:  The Board concurs that the Project OR140: Lakeshore Drive- Klamath Boat Marina Project number OR DOT 140(1) meets the conditions of temporary occupancy of a Section 4(f) resource as described, authorize the Klamath County Parks Manager to sign the form. Fiscal Impact, None.
