In the matter of approving the Minutes from the June 23, 2020 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Fiscal Impact: None

Recommended Motion: Approve the Minutes as presented.

In the Matter of the Adoption of a Budget Resolution within the General Fund Sheriff’s Office – Animal Control Division. BOCC

Background:  This budget resolution reduces $10,000 in Personnel Services from a vacant position and increases Material and Services for expenses related to restitution payments and postage. 

Fiscal Impact:  None.  There is a $10,000 change in expenditure categories.

Recommended Motion:  Approve the budget resolution for fiscal year 2019-20 as outlined in the attached documents within the General Fund Sheriff’s Office Animal Control Division.  There is no fiscal impact. PRIOR APPROVED IN 6/30/2020 ADMIN MEETING

In the matter of appointing Claudia Steen to the Green Knolls Estates Special Road District Board. - BOCC

Background: The Green Knolls Estates Special Road District Board has a vacancy and has recommended the appointment of Claudia Steen.  Ms. Steen is willing, able and eligible to serve a term on the Board commencing February 27, 2020 and expiring December 31, 2022.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Claudia Steen to the Green Knolls Estates Special Road District Board.

2.

In the matter of reappointing Gay Jarvinen to the Library Advisory Board. - BOCC

Background: The Library Advisory Board has a vacancy and has recommended the reappointment of the above-named individual who is willing able and eligible to serve a term on the Board commencing this day and expiring June 30, 2023.

Fiscal Impact: None.

Recommended Motion:  Approve and sign the attached Order appointing Gay Jarvinen to the Library Advisory Board.

In the matter of appointing Scott McEnroe to the Klamath River Acres Special Road District Board. - BOCC

Background: The Klamath River Acres Special Road District Board has a vacancy and has recommended the appointment of Scott McEnroe.  Mr. McEnroe is willing, able and eligible to serve a term on the Board commencing this day and expiring December 31, 2021.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Scott McEnroe to the Klamath River Acres Special Road District Board.

Agreements

1.

In the matter of Klamath County Assessor’s Office request to accept the bid from Lithia Ford for the purchase of two 2020 Ford Ranger pickups. Nathan Bigby Assessor

Background:  Klamath County Assessor's Office requested quotes from Klamath County Contracts for two mid-size pickups. Two qualifying bid were received from Butler Ford and Lithia Ford of Klamath Falls. Butler Ford bid was the lowest at $53,776.78 and Lithia Ford bid was $54,946.20. The difference per vehicle is $584.71. Although Lithia is not the lowest bid they do business in Klamath County.

Fiscal Impact:  $54,946.20 expensed in the 2020-2021 fiscal year to be paid from the Assessor’s Office Equipment Reserve Fund.

Recommended Motion:  Approve the Klamath County Assessor’s Office to enter into an agreement with Lithia Ford of Klamath Falls to purchase two 2020 Ford Ranger pickup in the amount of $54,946.20 and authorize the Klamath County Assessor to sign the agreement.

In the matter of requesting the Board for approval for the Assessors Office to enter into a copier maintenance agreement with Pacific Office Automation. Nathan Bigby Assessor

Background: The Assessors Office purchased a HP E57540 copier/printer to replace the old color copier/printer. This agreement will provide preventative, emergency maintenance and toner cartridges. The cost per copy is .008 for black and white and .055 for color. 
 
Fiscal Impact: The cost per copy is .008 for black and white and .055 for color. The expenditure will be paid out of Assessor's office material and services budget. 

Recommended Motion: To approve the Klamath County Assessor's to enter into and sign an agreement with Pacific Office Automation for preventative, emergency maintenance and toner for the HP E57540. The fiscal impact is the cost per copy at .008 for black and white and .055 for color. The expenditure will be paid out of Assessor's material and services budget.

In the matter of requesting approval to enter into Agreement No. 250-2021AISKLAMATH-000 Watercraft Check Station agreement between the Oregon State Marine (OSMB) Board and the Klamath County Sheriff’s Office (KCSO).-Chris Kaber, Sheriff.

Background: The Sheriff is requesting approval to enter into Intergovernmental Agreement No. 250-2021AISKLAMATH-000 with the Oregon State Marine Board whereby KCSO performs up to 220 aquatic invasive species boat inspection program hours and the OSMB provides up to $11,140.80 of funding for performance of the contract.


Fiscal Impact: Revenues in Special Revenue-Marine Fund up to $11,140.80 during the 2020-2021 fiscal year. 


Recommended Motion:  Approve and authorize the Sheriff to sign Intergovernmental Agreement No. 250-2021AISKLAMATH-000 between the Klamath County Sheriff’s Office and the Oregon State Marine Board which provides for a maximum amount of revenues in Special Revenue-Marine fund of $11,140.80 for the 2020-2021 fiscal year.

In the matter of approving Amendment #1 to the Chiloquin Visions in Progress Tourism Grant Agreement. Vickie Noel - Finance

Background: Chiloquin Visions in Progress was awarded a contract for a Tourism Competitive Grant on October 16, 2019.  The contract completion date is July 16, 2020.  Due to travel restrictions related to the COVID19 pandemic, William R. Wilkins, Executive Director of Chiloquin Visions in Progress has requested an extension to complete the Klamath Basin Water Trails Map.  The attached amendment extends the contract for 6 months expiring on January 16, 2021.

Fiscal Impact: None

Recommended Motion:  Motion to approve Amendment #1 to the contract between Klamath County and Chiloquin Visions in Progress.  There is no fiscal impact.
5.

In the matter of a Memorandum of Understanding between Sky Lakes Medical Center, Inc, the City of Klamath Falls and Klamath County. Jeremy Morris, Public Works

Background:  Construction of a new Health Center by Sky Lakes has triggered the need for traffic mitigation at the intersection of Campus Drive and Daggett Avenue.  The parties would like to construct a roundabout at this intersection.  Anticipated costs are approximately $2,700,000.00, with Sky Lakes contributing $700,000 and the City of Klamath Falls $2,000,000.00.  In the event the project exceeds the $2,700,000.00, Klamath County will cover additional expenses up to a maximum of $240,000.00.

Fiscal Impact:  Expense not to exceed $240,000.00 to the Road Department Operating Budget.

Recommended Motion:  Board to approve the Memorandum of Understanding between Sky Lakes Medical Center, Inc, the City of Klamath Falls and Klamath County and authorize Chair to sign.  Fiscal Impact not to exceed $240,000.00 expense to the Road Department Operating Budget.
6.

In the matter of executing the contract between Klamath County and Rocky Mountain Construction, LLC for Crushing and Stockpiling EAC Chip Aggregate. Jeremy Morris, Public Works

Background:  The Board of County Commissioners awarded the bid for the above referenced project on June 2, 2020.  Execution of the contract finalizes the award and authorizes Rocky Mountain Construction, LLC to commence with the project. 

Fiscal Impact:  $483,800.00 expenditure to the Road Operating Budget.

 
Recommended Motion:  Board to approve and sign the contract between Klamath County Rocky Mountain Construction, LLC for Crushing and Stockpiling EAC Chip Aggregate.  Fiscal impact is $483,800.00 expenditure to the Road Operating Budget.
7.

In the matter of modification 01 to agreement No. 19-PA-11060200-027 between the Fremont-Winema National Forest and Klamath County for Weed Control. Todd Pfeiffer, Weed Control

Background: Klamath County enters into agreements with outside agencies to treat noxious weed infestations on their property.  The attached modification is to extend the current agreement from 12/31/2020 to 12/31/2021, add an additional $50,000.00 in funding and identify administrative changes.  This funding and all remaining previously obligated funds will remain available for use through the end of the new performance period.  The agreement is effective upon execution.

Fiscal Impact:  Income of $50,000.00 to the Weed Control Budget.

Recommended Motion:  Board approve and authorize chair to sign modification 01 to agreement No. 19-PA-11060200-027 between the Fremont-Winema National Forest and Klamath County for Weed Control.  The fiscal impact is $50,000.00 income to the Weed Control Budget.

Other County Business

1.

In the Matter of requesting Board Approval of the Klamath County Emergency Operations Plan.-Chris Kaber, Sheriff

Background: The original release of the Klamath County Emergency Operations Plan was in 2011. The plan, including appendices and annexes must be reviewed and approved on a five-year cycle. The Emergency Manager is requesting a review and approval of the updated version of that document which addresses mitigation, preparedness, response and recovery plans and activities.

Fiscal Impact: None
 
Recommended Motion:  Approve the Klamath County Emergency Operations Plan as presented in its updated 2020 version and signed the Letter of Promulgation included in the document.
