In the matter of approving the Minutes from the April 21, 2020 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.


Fiscal Impact: None


Recommended Motion: Approve the Minutes as presented.

Budget Resolutions

1.

In the Matter of the Adoption of a Budget Resolution within the Internal Services Non-Departmental and Information Technology Department. Vickie Noel - Finance Director

Background:   This budget resolution transfers funds from Internal Services Non-departmental to the Information Technology, Technology Maintenance department for the BP Media expenditure.  It also increases beginning fund balance closer to actual and increases unanticipated expenditures within the department.

Fiscal Impact:   $120,000.00 increase in revenues and expenditures within the Internal Services Information Technology department.  $75,000.00 transfer within the Internal Service Fund.

Recommended Motion: The Board of Commissioners of Klamath County, Oregon hereby approve the budget resolution for fiscal year 2019-2020 as outlined in the attached documents for changes to the Internal Services Non-Departmental and Information Technology Departments.  The fiscal impact is a  $120,000.00 increase in revenues and expenditures within the Internal Services Information Technology department and a $75,000.00 transfer within the Internal Service Fund.

In the Matter of the Adoption of a Budget Resolution within the Mental Health – Developmental Disabilities Fund. Vickie Noel - Finance

Background:  Developmental Disabilities added positions that requires the purchase of office furniture and an additional vehicle.  They will also be awarding scholarships to clients to participate in the Solid Ground program.   This resolution increases Material & Services and Capital Outlay, and decreases Operating Contingency to account for those changes.

Fiscal Impact:  None.  Movement of $49,761.36 within expenditure categories in the Mental Health - Developmental Disabilities fund.  

Recommended Motion:  Approve the budget resolution for fiscal year 2019-20 as outlined in the attached documents within the Mental Health – Developmental Disabilities Fund.  There is no fiscal impact, however, there is movement of $49,761.36 within expenditure categories in the Mental Health – Developmental Disabilities fund.

Agreements

In the matter of approving an agreement with Meadow Outdoor Advertising Kathleen Pierce Veterans

Background:  The Veterans Service Office currently has a billboard on South Sixth Street in Klamath Falls.  We want to renew our contact for another year.

Fiscal Impact: $8340.00 Expenditure from the Veterans Fund.

Recommended Motion:  Approve Agreement with Meadow Outdoor Advertising for billboard display and authorize Kathy Pierce to sign.  Fiscal Impact $8340.00

In the matter of an agreement with Mary Baker Consulting for Grant Administration Services regarding the CDBG Grant – Engineering and Design of Bly Water and Sanitary District’s Water Distribution System Improvement Project. - BOCC

Background: Klamath County has been awarded a Community Development Block Grant for Engineering and Design of Bly Water and Sanitary District’s Water Distribution System Improvement Project. Mary Baker Consulting has been chosen to conduct Grant Administration Services for the grant, this agreement details the requirements of the parties.


Fiscal Impact: Not to exceed $65,000.00 paid from grant funds.


Recommended Motion: Approve and sign agreement with Mary Baker Consulting for Grant Administration Services regarding the CDBG Grant – Engineering and Design of Bly Water and Sanitary District’s Water Distribution System Improvement Project. Fiscal Impact: Not to exceed $65,000.00 paid from grant funds.

3.

In the matter of approving equipment lease agreement with International Express LLC. for a 2001 Dorsey Trailer with Thermo King Refrigeration Unit. - BOCC

Background: Klamath County Emergency Operations Plan and the State of Oregon’s Emergency Operations Plan Section H requires the County assist with the provision of temporary morgue facilities during a pandemic. The attached equipment lease for a refrigerated trailer meets the required provision of “refrigerated storage units”. 


Fiscal Impact: Monthly rental of $750.00 from General Fund Non-Departmental.

4.

In the matter of approving grant agreement ODA-4217-GR with US Department of Agriculture for Wolf Depredation Compensation and Financial Assistance. - BOCC

Background:  The purpose of the Wolf Depredation Compensation and Financial Assistance Agreement is to assist the County in supporting the implementation of nonlethal wolf damage management techniques and strategies by livestock producers in areas where wolf depredation of livestock is on-going and to provide compensation for injury or death to livestock resulting from wolf depredation.  Recently the Oregon Department of Agriculture awarded Klamath County grant funding up to a maximum of $5,876.00.  


Fiscal Impact: Grant revenue up to $5,876.00 to the Commissioners Miscellaneous Grants line item.



Recommended Motion: Approve and authorize the Chair to sign grant agreement ODA-4217-GR with US Department of Agriculture for Wolf Depredation Compensation and Financial Assistance.  Fiscal Impact: Grant revenue up to $5,876.00 to the Commissioners Miscellaneous Grants line item.

Grants

1.

In the matter of approving the grant application resolution for submission to the Oregon Department of Revenue for participation in the County Assessment Function Funding Assessment (CAFFA) program. Vickie Noel - Finance

Background:  The state grant provides funding to counties to assist in their compliance with ORS 308.232, 308.234, Chapters 309, 310, 311, 312, and other laws requiring equity and uniformity in the system of property taxation.  Klamath County has undertaken a self-assessment of its compliance with the laws and rules that govern the Oregon property tax system and is generally in compliance.  The grant application resolution requires approval by the Board in order to meet the grant application submission deadline of May 1, 2020.

Fiscal Impact:  The total expenditure amount for consideration in the grant is $2,658,953.  Departments participating in this grant program are:  Assessor, Clerk, Finance, IT, Tax Collector and Treasurer.

Recommended Motion:  Approve the grant application resolution and authorize Chair to sign, to participate in the CAFFA program through the Oregon Department of Revenue.  Klamath County agrees to appropriate budgeted dollars based on 100 percent of the expenditures certified in the grant application in the amount of $2,658,953.

Library Service District

1.

Authorize the Klamath County Library to accept a quote submitted by Thomas Family Builders to remodel part of the Main Library at 126 S. 3rd street, Klamath Falls. Nathalie Johnston. Library Service District

Background: To accommodate demands for quiet space we would like to build two small rooms in the Adult section of the Main Library to accommodate online testing, skyping/online interviews, and create a study space where a small group can meet to share ideas. We would also like to create a makerspace by adding a partition between the Teen section and the Adult non-fiction area. A Makerspace will support the library’s mission of lifelong learning and creativity by providing the physical tools necessary to explore new areas of interest and learn new skills. We approached 3 local contractors and two of them gave us the following quotes:
