In the matter of appointing Patrick Stringer-Stine to the Goldfinch Special Road District Board. - BOCC

Background: The Goldfinch Special Road District Board has a vacancy and has recommended the appointment of Patrick Stringer-Stine.  Mr. Stringer-Stine is willing, able and eligible to serve a term on the Board commencing this day and expiring December 31, 2022.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order appointing Patrick Stringer-Stine to the Goldfinch Special Road District Board.

2.

In the matter of reappointing Gayle Marquez to the Klamath Falls Forest Estates Unit 1 Special Road District Board. - BOCC

Background: The Klamath Falls Forest Estates Unit 1 Special Road District Board has a vacancy and has recommended the reappointment of Gayle Marquez.  Ms. Marquez is willing, able and eligible to serve another term on the Board commencing this day and expiring December 31, 2022.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order reappointing Gayle Marquez Klamath Falls Forest Estates Unit 1 Special Road District Board.

In the matter of reappointing Tim Hamblin to the Klamath River Acres Special Road District Board. - BOCC

Background: The Klamath River Acres Special Road District Board has a vacancy and has recommended the reappointment of Tim Hamblin.  Mr. Hamblin is willing, able and eligible to serve another term on the Board commencing this day and expiring December 31, 2022.

Fiscal Impact: None.

Recommended Motion: Approve and sign the attached Order reappointing Tim Hamblin to the Klamath River Estates Special Road District Board.

In the matter of authorizing The Trust for Public Lands to apply for a local government grant from the Oregon Parks and Recreation Department for the acquisition of land for the Spence Mountain Project. - BOCC

Background:  In 2019, the Klamath County Board of Commissioners began working with the Trust for Public Lands to acquire land for the Spence Mountain Project.  This Resolution will authorize The Trust for Public Lands to assist the County in applying for a grant for land acquisition.

Fiscal Impact: None at this time. 

Recommended Motion: Approve and sign the attached Resolution authorizing the Trust for Public Lands to apply for a local government grant from the Oregon Parks and Recreation Department for the acquisition of land for the Spence Mountain Project and authorize the Chair to sign the grant application.

Approve Minutes from last meeting

1.

In the matter of approving the Minutes from the January 21, 2020 Business Meeting. - BOCC

Background: Approve the Minutes which summarize all business by the Board of Commissioners for the Business Meeting held on the date stated above.

Fiscal Impact: None.

Recommended Motion: Approve the Minutes as presented.

Bids/Awards/Proposals

1.

In the matter of authorization to issue a Request for Proposals for Grant Administrative Services. - BOCC

Background: Klamath County has been awarded a Community Development Block Grant (CDBG) through Business Oregon and is seeking a qualified, experienced Grant Administrator. The grant will be used by the Klamath County to finance low/moderate income owner-occupied single-family rehabilitation projects.

Fiscal Impact: Publication costs to be determined.

Recommended Motion: Authorize issuance of a Request for Proposals for Grant Administration Services. Fiscal Impact: Publication costs to be determined

2.

In the matter of authorization to issue a Request for Proposals for Grant Administrative Services. - BOCC

Background: Klamath County has been awarded a Community Development Block Grant (CDBG) through Business Oregon and is seeking a qualified, experienced Grant Administrator. The grant will be used by Klamath County for Engineering and Design of replacing the Bly Sanitary and Water District’s water supply distribution system.

Fiscal Impact: Publication costs to be determined.

Recommended Motion: Authorize issuance of a Request for Proposals for Grant Administration Services. Fiscal Impact: Publication costs to be determined.

1.

In the matter of Appointing Daniel Howard to the Bly Vector Control District Board. - BOCC

Background: The Bly Vector Control District Board has a vacancy. Daniel Howard has applied and is willing, able and eligible to serve a term on the board commencing January 1, 2020 and continuing until December 31, 2023.

Fiscal Impact: None

Recommended Motion: Approve and sign the attached Order appointing Daniel Howard to the Bly Vector Control District Board.

Resolutions

1.

In the matter of a Resolution setting the two hearing dates on the proposed annexation request - BOCC

Background: On January 8, 2020, a complete petition to annexation properties into the Poe Valley Vector Control District was submitted to the County for the Board of Commissioners’ consideration.  The attached Resolution sets the hearings date for February 18, 2020 @8:45 a.m. and March 10, 2020 @ 8:45 a.m.

Fiscal Impact: None at this time

Recommended Motion: That the Board of County Commissioners signs the attached Resolution which sets the hearing dates on the proposed annexation petition.  Fiscal impact: None at this time.

2.

In the Matter of approving the 412 Harassment Policy Revision - Lisa Wheeler, HR

Background: CityCounty Insurance Services (CIS) provided guidance on the Oregon Legislature that was recently passed requiring revision to our current Harassment Policy. New harassment laws for Public Sector Workplaces became effective January 1, 2020 providing extended statues of limitations on most harassment claims, limits on language used in separation agreements with employees and dictates what must be stated in a no-harassment policy.

Fiscal Impact: None 


Recommended Motion:  Klamath County Board of Commissioners approve and execute the attached revision to the Klamath County Human Resources Policy and Procedure Manual, Policy 412 “Harassment”, effective immediately. There is no fiscal impact.

Agreements

1.

Request from Department of Energy to enter into an Intergovernmental Agreement to cooperate in performing duties, exercise power or administer policies and programs. CDD/Planning, Erik Nobel, Planning Director

Background:  Oregon Department of Energy proposes to extend the interagency agreement it has with Klamath County to provide Klamath County with the opportunity to be reimbursed for review and comments regarding Oregon Department of Energy application or new and amended site certificates.

Fiscal Impact:   Reimbursement  not to exceed $5,000 revenue to the CDD Planning Department.

Recommended Motion:   Approve the Interagency Agreement between Klamath County and Oregon Department of Energy. The fiscal impact to Klamath County is the ability to seek reimbursement up to $5,000 to review and comment on EFSC projects.
